Staffing changes, restructuring and absence can all leave gaps which are not easy to fill in the short term.  Even if existing staff can take on additional duties, it often leaves the team stretched and unable to focus on important developments.

Having an interim manager who knows the system and can hit the ground running can be a huge boon in these circumstances, and can also make it more feasible to allow existing staff to accept secondments and other activities that add to their personal breadth of experience.
